このページになってから初めてDLしますが
DLツールだとサイズ取得で不明になるんですが
これが正常なんですか?

ダウンツールはhttp responseのcontent-sizeを拾っているんでしょう。で、content-sizeを返すかどうかは任意ですので、返さないサーバーがあってもおかしくありません。
＃サーバーによっては間違ったsizeを返すものもある（滝汗）

私もWinCVSを利用しています。

この辺は文書にちょこっと書いてあります。
