HEBCI is a technique that allows a Web form
handler to transparently detect the character set
with which its data was encoded. By using
carefully-chosen character references, the
browser's encoding can be inferred. Thus, it is
possible to guarantee that data is in a standard
encoding without relying on (often unreliable) Web
server/browser encoding interactions.

WUI (Web User Interface) is an MVC framework for writing
Web UIs in Java. It makes it possible to write Web applications
with components, widgets, and events rather than JSPs. It
runs in any servlet 2.3 container.

Tigermouse is a modern Web application framework
for PHP. It relies on AJAX technology, so in
combination with being lightweight enables you to
build dynamic, responsive, and interactive Web
applications. It is well suited for
enterprise-grade tasks because of its strong

The Gettext Commons project provides Java classes
for internationalization through GNU gettext and
Java ResourceBundles. This makes it possible to
use the original text instead of custom property keys,
which is less cumbersome and makes programs easier
to read. It supports the easy extraction of user
visible strings, marks strings as fuzzy when the
original text changes to allow translators to
check translations, powerful plural handling, and
build process integration through Maven.

Every Locale is an app which changes the locale (language/country/variant) of your Android device. This is useful if your preferred language is not included in your device or if you are an Android developer and need to test localization. It's the same idea as existing apps such as MoreLocale2, Custom Locale, Set Locale and Language, etc., but with those apps, it's not easy to change to a locale which is not on their list. Every Locale supports autocompletion of human-readable language and country names (not ISO codes), has no ads, and requires no unnecessary permissions.

types of data exchange inside applications when
using C. It is multithreading safe. It is capable
of doing mathematical calculations using strings.

highlighter enhances the current Vim PO file
highlighter. These enhancements include the
inclusion of KDE-specific highlighting, error

PO format, including pluralisation.

Kiswahili Spellchecker provides Kiswahili spellchecking for
OpenOffice.org and Mozilla.

Linguistico is a set of language tools based on
the Italian language. It includes a dictionary, a
thesaurus, word definitions, and other scripts and
programs. You can use these tools with
OpenOffice.org, Mozilla Thunderbird, Mozilla
Firefox, MySpell, MyThes, Aspell, and HunSpell.

EPANETL is a localized (translated) version of EPANET, a popular hydraulic analysis program which can be used to simulate water supply networks.

iLib is an internationalization library for JavaScript that was created because with the advent of AJAX, it is no longer possible to avoid internationalization. Previously, you could format dates in the user's locale on the server. Now, Web services called via AJAX return time stamps in Unix time and formatting has to be done in the browser, but the standard library is inadequate. In addition to dates, the library handles times, numbers, currency, percentages, calendar calculations (Arabic, Hebrew, Gregorian, and Julian), time zones, string translation, string formatting and choice formats, locale info, ctype functions, and Unicode normalization.

uCal is a PHP class that can be used to convert
dates between the Hijri and Gregorian calendars.
It features the ability to convert dates between
Hijri and Gregorian calendars and vice-versa. It
is fully compatible with Umm Al-Qura. Dates
formatted like the PHP date() function can be
returned. English/Arabic formatted Hijri and
Gregorian dates and times can be output. Versions
of the date() and mktime() functions for Hijri are
also provided.
